Tom Quinn

Tom Quinn founded TQI Solutions in 2005 with a clear mission: to build a trusted, veteran-owned partner delivering disciplined program leadership and systems engineering support for defense and federal missions. What began as a small Service-Disabled Veteran-Owned Small Business supporting Test and Evaluation efforts at the Defense Information Systems Agency (DISA) has grown under Tom’s leadership into an organization supporting complex, mission-critical work across the Navy and Department of Defense.

Today, TQI Solutions supports organizations including U.S. Fleet Forces Command (USFF), Naval Air Systems Command (NAVAIR), and Naval Sea Systems Command (NAVSEA). Beyond growth, Tom has focused on building the structure, processes, and culture that make performance repeatable — ensuring TQI remains mission-focused, accountable, and aligned with its core values of trust, quality, and innovation.

Prior to founding TQI, Tom led the Test and Evaluation market at Booz Allen Hamilton, overseeing complex federal programs and gaining deep insight into large-scale mission support environments. His professional foundation was shaped by more than 20 years of service in the U.S. Navy as an Aerospace Maintenance Duty Officer.

While assigned to Commander, Operational Test and Evaluation Force (COMOPTEVFOR), Tom served as an Operational Test Director (OTD) for multiple Acquisition Category I aviation IT systems. He trained more than 550 students as an OTD course instructor and contributed to revisions of key operational test and evaluation policy, including the 2005 OTD Guide. These experiences provided the operational rigor, leadership discipline, and mission understanding that continue to inform his approach to guiding TQI through evolving defense and federal challenges.
