In 2007 Mr. Quinn founded TQI Solutions, Inc., a Service-Disabled Veteran-Owned Small Business, to provide Program Management and IT consulting services at competitive prices and exceed customer expectations during performance.
Mr. Quinn started TQI Solutions by providing Test and Evaluation (T&E) support to the Defense Information Systems Agency (DISA). As TQI Solutions’ work expanded, Mr. Quinn established industry proven processes and a personnel support structure to ensure sustainable growth. Mr. Quinn has overseen TQI’s growth, surpassing 50 employees, and fostered an expanded customer base including United States Fleet Forces Command (USFF), Naval Air Systems Command (NAVAIR), and Naval Sea Systems Command (NAVSEA). As a testament to Mr. Quinn’s strong commitment to providing quality services, TQI Solutions is also ISO 9001:2015 certified.
Before founding TQI Solutions, Mr. Quinn led Booz Allen Hamilton’s Test and Evaluation (T&E) market. Mr. Quinn also completed 20 years as an Aerospace Maintenance Duty Officer in various squadron and shipboard billets. While assigned to Commander Operational Test & Evaluation Force (COMOPTEVFOR), Mr. Quinn served as an Operational Test Director for multiple Acquisition Category (ACAT) 1 aviation based IT systems. Mr. Quinn also served as an Operational Test Director (OTD) course instructor responsible for the development of Test Planning Phase curriculum and the instruction of over 550 students. Mr. Quinn also has experience in the development of Operational Test and Evaluation (OT&E) policy and played a lead role in the 2005 revision of the OTD Guide.
Mr. Quinn holds a Bachelor of Science degree in Management from Southern Illinois University, Carbondale and an MBA from Embry-Riddle Aeronautical University.
As President of TQI Solutions, Inc., Mr. Craig is responsible for leading the company in strategic planning, business operations, and business development.
Mr. Craig has over 20 years of experience in strategic planning, project management, system engineering, contract management, and logistics. Mr. Craig has 15 years of experience specifically managing prime and sub-contracts supporting acquisition programs at multiple Navy commands (i.e., NAVAIR, USFF, OPNAV, SPAWAR, NAVSEA, and PEO-C4I) and has acted as the capture manager for large scale government proposals.
Mr. Craig has also provided extensive program management support for USFF N43 and NAVAIR in the execution of maintenance information system data center consolidation, Logistics IT Executive Committee (LOG IT EXCOMM) strategic planning, Fleet Maintenance Board of Directors Maintenance IT Working Group (MITWG), Fleet Functional Area Management (FAM) efforts, business process reengineering and Marine Aviation Logistics Expeditionary IT (MAL-EIT) programs.
Prior to joining TQI Solutions, Mr. Craig worked for Booz Allen Hamilton and provided program management support for the Naval Tactical Combat Support System (NTCSS) and Naval Aviation Logistics Command Management Information System (NALCOMIS) programs including lead support for requirements and testing documentation.
Mr. Craig has a Bachelor of Fine Arts degree from James Madison University, a Bachelor of Science degree in Computer Science from the University of Maryland, College Park, and is a Program Management Professional (PMP) certified Program Manager.
Mr. McGuirk currently serves as Chief Marketing Officer for TQI Solutions, where he oversees efforts to develop corporate growth strategies, lead capture and proposal teams, and institute enterprise-wide business development best practices.
Mr. McGuirk has over 30 years business development experience within the defense industry working with all Department of Defense (DoD) branches and over 10 federal civilian agencies. Prior to joining TQI Solutions Jim served for ten years as the President of McGuirk Consulting, LLC, a strategic business development consulting company where he supported tier one, mid-tier, and small business clients operating within the public sector. During this time, Jim was responsible for assisting his clients in winning over $50 billion in contract awards within the Department of Defense and Federal Civilian markets.
Prior to this role, Mr. McGuirk served as Senior Vice President of Business Development for CACI International, where he served over 24 years as a senior business development executive. In this role, he managed annual growth plans for a $620M business unit and was successful in leading and capturing over $20B in federal contracts. During this time Mr. McGuirk was involved with strategic growth planning, developing marketing plans, competitive assessment/intelligence, leading capture management teams, and also supported selected mergers and acquisitions.
Jim is a graduate of Harvard Business School in Strategic Marketing Management, co-author of “The Mechanics of Business Efficiency”, by Aspatore Publishing, and an active member of AFCEA International, the Navy League of the United States, and the National Defense Industrial Association.
